Filipinos who intend to marry a foreign national in Belgium or Luxembourg must inquire with their respective city/town hall for updated requirements.
The city/town hall may require the following documents, which are issued by this Embassy:
- Certificate of Nationality
- Certificate of One and the Same Person
- Certificate of Legal Capacity to Contract Marriage
- Certificat de Coutume / Family Code
The Certificate of Nationality and Certificate of One and the Same Person are issued by this Embassy to the Filipino applicant upon submission of the following requirements:
- Personal appearance
- Philippine passport, original and photocopy of the data page
- Identity/residence card
- PSA-issued, DFA-apostillized Birth Certificate, original and photocopy
- Processing fee: €25.00 per document
Following are the requirements for a Certificat de Coutume / Family Code:
- Personal appearance of both parties
- Philippine passport, original and photocopy of the data page
- Identity/residence card of the Belgian/Luxembourgish fiancé(e), original and photocopy
- PSA-issued, DFA-apostillized Birth Certificate, original and photocopy
- PSA-issued, DFA-apostillized Certificate of No Marriage (CENOMAR), original and photocopy
Note: The CENOMAR is valid for only six (6) months from the date of issuance by the PSA - In case applicable, the following are also required:
- If either or both parties are between 18 and 21 years of age: a duly notarized and DFA-apostillized Affidavit of Parental Consent to the marriage signed by the father, mother, guardian, or persons having legal charge of them, in the order mentioned; the statement must be made in the presence of two witnesses and attested before a notary public or other official authorized to administer oaths
- If either or both parties are between 21 and 25 years of age: a duly notarized and DFA-apostillized Statement of Parental Advice to said marriage, signed by the father, mother, guardian, or persons having legal charge of them
Note: The absence of parental consent makes the marriages voidable at the option of the minor party; on the other hand, the lack or refusal of parental advice will delay the issuance of a marriage license until after 30 days following the 10 days publication of the application. - If the applicant is widowed: PSA-issued, DFA-apostillized Death Certificate and Marriage Contract of spouse, original and photocopy
- If the applicant’s previous marriage was annulled: PSA-issued, DFA-apostillized Marriage Contract or Report of Marriage with annotation of the annulment, original and photocopy
- If the applicant is divorced: PSA-issued, DFA-apostillized Marriage Contract or Report of Marriage with annotation of the judicial recognition of the divorce, original and photocopy
- Processing fee: €25.00 per document (to be paid in cash)
Following are the requirements for a Certificate of Legal Capacity to Contract Marriage (LCCM):
- Personal appearance of both parties
- Application for LCCM (download template HERE)
- Notice of Intended Marriage (download template HERE)
- Passport-size colored ID photos of contracting parties (1 each)
- Philippine passport, original and photocopy of the data page
- Identity/residence card of the Belgian/Luxembourgish fiancé(e), original and photocopy
- PSA-issued, DFA-apostillized Birth Certificate, original and photocopy
- PSA-issued, DFA-apostillized Certificate of No Marriage (CENOMAR), original and photocopy

Note: Additional requirements may be requested by the Consular Assistant depending on the circumstances of the Filipino applicant.
The Filipino applicant is reminded to report his/her marriage to the Philippine Statistics Authority (PSA) through the Philippine Embassy. The Report of Marriage should be registered within 30 days from the date of marriage. For more information on the procedure and requirements, click HERE.
