As governed by Executive Order No. 408 and the subsequent executive issuances amending it, the Department of Foreign Affairs maintains a list of eligible countries whose nationals may avail of visa-free entry to the Philippines provided that they are holders of passports valid for at least six (6) months beyond the contemplated period of stay. They must also possess return tickets to their country of origin or outward-bound tickets to their next country of destination.
Nationals from the following countries are allowed to enter the Philippines without a visa for an initial stay of thirty (30) days:
*Brazilian and Israeli nationals are allowed to enter the Philippines visa-free for a stay of fifty-nine (59) days based on existing agreements.
B. Indian nationals may be granted a visa-free entry for an initial stay not exceeding fourteen (14) days under the Foreign Service Circular (FSC) No. 36-12, provided, that they possess:
1) Valid or unexpired Japanese, Australian, Canadian, Schengen, Singapore, UK, or US visa or permanent residence permit;
2) A national passport valid at least six (6) months beyond the contemplated stay;
3) Return or onward ticket to the next country of destination;
4) No derogatory record with the Bureau of Immigration, National Intelligence Coordinating Agency (NICA), and the International Police (Interpol).
The 14-day visa-free entry may be extended by an additional seven (7) days for a maximum twenty-one (21) days.
C. Under FSC No. 112-11, the following may enter the Philippines without a visa for an initial stay not exceeding seven (7) days provided that they possess a return or onward ticket:
1) Holders of Hong Kong British passports; and
2) Mainland Chinese for tourism with a valid or unexpired Australian, Japanese, Canadian, Schengen or US visa.
The 7-day visa-free entry may be extended by an additional fourteen (14) days to complete a maximum twenty-one (21) days.
Hong Kong SAR passport holders may enter the Philippines visa-free for an initial stay of fourteen (14) days.
D. Under FSC No. 122-11, Macau SAR passport holders may enter the Philippines without a visa for an initial stay of fourteen (14) days, provided, that they possess a return or onward ticket.
E. Under Operations Order No. SBM-2015-018, MECO ETA holders may enter the Philippines visa-free for an initial stay of thirty (30) days.
Note:
- Nationals from countries NOT listed in E.O. 408 are requested to email the Consular Section of the Embassy at This email address is being protected from spambots. You need JavaScript enabled to view it. at least one (1) month before their intended departure date for the list of requirements.
- Nationals who are subjects of deportation/blacklist orders of the Department of Foreign Affairs and the Bureau of Immigration shall not be admitted to the Philippines.
A Philippine visa is an endorsement by a consular officer on a travel document (e.g. passport) denoting that the visa application has been examined, and that permission is requested from Philippine immigration authorities at ports of entry to allow the bearer to enter and stay in the Philippines for a specified period of time. A visa is not a guarantee that the holder will be automatically admitted into the country as admission of foreign nationals into the Philippines is a function of the Bureau of Immigration. Philippine visa holders are, therefore, subject to regular and discretionary immigration control at ports of entry. The Bureau of Immigration may deny entry of any visa holder for any valid reason.
APPLICATION FOR IMMIGRANT VISA (13a)
(Spouses of Filipino Nationals)
Requirements:
- Three sets of duly filled-out and originally signed application form [Click here for Application Form]
- Original police clearance issued by the police in the commune where the applicant resides, with two photocopies
- Original medical examination form duly filled-out by a physician [Click here for Medical Examination Form], including laboratory results and analysis, with two photocopies
- Proof of financial assets (e.g., certificate of land titles, recent bank statement, certificate of stocks, etc.), with two photocopies
- Filipino spouse’s affidavit, with a photocopy of his/her valid passport, indicating he/she is married to applicant and the reasons for migration, with two photocopies
- Original copy of marriage contract issued by the Philippines Statistics Authority (formerly NSO) and authenticated by the Department of Foreign Affairs, with two photocopies
- Three photocopies of applicant’s identification card
- Other requirements not listed above, if required by the consular office
In case of a temporary visitor's visa holder whose stay in the Philippines will exceed the authorized period of stay, he/she will have to report to the Bureau of Immigration, secure an extension of stay and pay the corresponding immigration fees.
